Cortez said he had told them to box on, although neither fighter could recall what was said. The referee was guilty of a lack of firmness, as much as Ortiz could be chastised for losing focus and Mayweather for cynically, though legitimately, stretching the rules to the limit.
http://www.theguardian.com/sport/2011/s ... lterweight"He didn't say box," Mayweather said of Cortez. "He signaled to fight. It's just go. Every fighter knows the signal. We're professionals, not amateurs. He signaled to fight and, of course, this is a legendary, Hall of Fame referee."
Just as Mayweather was charged with a legal cheap shot, Ortiz was accused of trying to foul out of the fight with a head-butt no referee could miss. There was no subtlety or craftiness to it at all. It ranks among the most flagrant, blatant head-butts in championship history.

Referee Joe Cortez: Floyd Mayweather 'did nothing wrong' in knockout of Victor Ortiz
http://www.mlive.com/mayweather/index.s ... maywe.htmlMayweather landed a two-punch combination a moment after Cortez sent the fighters back into action to win the World Boxing Council welterweight title.
Cortez wasn't looking at the fighters when the punches landed -- he was looking at the timekeeper, after making sure the round clock was running -- and Ortiz was looking at the referee, not Mayweather.
Most veteran observers said that Mayweather's victory, if not entirely sporting, was absolutely legal.
Cortez himself said so, too, and never hesitated in counting 10 over Ortiz at two minutes, 59 seconds of the fourth round Saturday night at MGM Grand.
http://www.mlive.com/mayweather/index.s ... maywe.html"Time was 'in' and the fighter has to have his guard up," Cortez said. "Mayweather did nothing wrong."
Keith Kizer, executive director of the Nevada State Athletic Commission, agreed that the fight-ending punches were legal.
"Cortez pointed to the timekeeper," Kizer said, "and time was 'in.' Floyd's punches came a second after time was back 'in.' "
